Growth of pubic hair starts around puberty and the amount varies per person. During puberty, your body is becoming sexually mature and hormone fluctuations result in physical changes like more body hair (armpit hair, facial hair, and pubic hair), as well as other changes like breast development or getting a period.
What is the purpose of pubic hair?
Like most hair on your body, pubic hair does have some protective benefits.

Is pubic hair unhygienic?
Nope. Pubic hair is not unhygienic. Though hair in that area could generate more heat/sweat which could cause bacteria to grow. However, a daily shower, and regular soap wash can keep it clean. Having hair vs no hair shouldn’t make a difference. (Be careful with soap though, soap inside your vagina can burn and can quite easily irritate the skin)

Pubic hair is normal, and the amount of hair in the pubic region varies from person to person. Some grow mini bushes, others grow luscious bushes and come in all different varieties. There is no standard.
Hormonal changes can influence hair growth. For example, a person may notice excessive pubic hair as a result of polycystic ovary syndrome, while others may notice pubic hair loss due to aging.

Their partner’s preference: There may have been an implied or explicit request to groom or remove the pubic hair. However, pubic hair removal should be an individual’s choice.
